About

Started by analysts, still run by them

Intel Analysis (Intelligence Analysis, Incorporated) applies all-source intelligence tradecraft wherever a mission needs cleared analytic judgment — for the Intelligence Community, the Department of Defense, and the Department of Homeland Security since 2006. Supply chain risk is where the firm has most recently proven it.

The company

Why an analyst-owned firm is different

Most companies selling analytic services are managed by people who have not done analysis. That sounds like a small thing and it is not. It decides who reviews a finding before it leaves, whether an analyst can say "I do not know yet" without it being treated as a delivery problem, and whether the firm competes on the quality of a judgment or on the size of a bid.

Carl McDonald founded Intelligence Analysis, Incorporated in March 2006 and owns it today. He has worked in intelligence since 1984 and served as a US Navy intelligence analyst — the service the company's service-disabled veteran-owned status rests on. The practical consequence is that the person who signs off a product has produced one.

It also explains the shape of the business. He has been a supply chain risk management subject matter expert since 2016, which makes the practice the firm now leads with a decade old rather than a recent move into a growing market. That is a decision analysts make and a sales organization usually does not.

The practice is the proof, not the perimeter. The firm is lean, adaptable, and built to take on more than it currently runs — the same tradecraft has served counterintelligence, due diligence, and all-source missions across two decades, and it goes wherever cleared analytic judgment is needed next.

The chief executive worked here first

Barry Fisher became chief executive in August 2025, so he has been in the role for a year. He is not new to the company: he worked here as a counterintelligence analyst from 2017 to 2018, doing supply chain risk research for a defense customer — the practice he now runs the firm behind.

He then spent nearly seven years elsewhere before coming back to run it. Before all of that he managed analytic programs at Lockheed Martin, including a multi-year contract staffing over sixty expert analysts to a national-level intelligence agency.

It is worth stating plainly rather than blurring: one principal has been here since the beginning, and the other returned recently to a firm whose work he already knew from the inside.

The case

Four things, each with its evidence

Analyst-owned

Founded and led by career intelligence analysts, not by a holding company or a sales organization.

Evidence Founded March 2006 and still owned by its founder, who has worked in intelligence since 1984 and served as a US Navy intelligence analyst. The chief executive ran analyst programs at Lockheed Martin before returning to the firm.

Proven since 2006

Continuous analytic support across DoD, DHS, and national-level agencies.

Evidence Business start date 16 March 2006; registered in SAM since 27 March 2006. Director of National Intelligence awards.

Easy to contract

SBA-certified SDVOSB — eligible for sole-source and set-aside award under FAR Subpart 19.14, no vehicle required.

Evidence UEI LK5CFHLMKLK1, CAGE 4CDF0. Certification confirmable in SAM.gov and SBA VetCert.

Small by design, built to take on more

Flat structure, limited overhead, analysts empowered to move quickly on site — and a firm that scales with the requirement.

Evidence The company’s own framing: limber and flexible at the corporate level, which is what allows employees to be that way on site. The chief executive has run a sixty-plus-analyst contract before.

Who we work for

Customer categories

Stated by category, never by named organization. That is not evasiveness — naming a customer is theirs to do, not the contractor's, and a firm that publishes one relationship has told every other customer what it would do with theirs.

  • Department of Defense (DoD)
  • Department of Homeland Security (DHS)
  • National Guard Service
  • National-level agencies
  • Combatant Command (COCOM)
  • State, federal, and local law enforcement
  • Defense contractors
  • Commercial clients

What the firm does for them is on capabilities — 6 practices, from the flagship supply chain work down to the supporting services.

Credit where it is due

The photography is ours

Every non-stock photograph on the company's previous site was taken by an IAI employee in and around the DC metro area, and is copyright Intelligence Analysis, Incorporated. The Jefferson Memorial, the Tomb of the Unknown Soldier at Arlington, a POW/MIA flag at the Vietnam Veterans Memorial.

It was a footnote on the old site. It is worth more than that: it is authentic, on-mission imagery taken by the people who work here, and it is the one visual asset a competitor cannot buy.

Who runs it

Leadership are named, with credentials that can be checked by a third party — which matters to a contracting officer, a capture manager, and an analyst deciding whether to apply, for three different reasons.
